PARLIAMENTARY OVERSIGHT

The Act putting SIS onto a statutory basis, the Intelligence Services Act 1994, also established the Intelligence and Security Committee (ISC) to examine the expenditure, administration and policy of the three intelligence and security agencies.

The Committee has nine members drawn both from the members of the House of Commons and from the members of the House of Lords. They are appointed by the Prime Minister after consultation with the Leader of the Opposition. 

The Committee makes an annual report to the Prime Minister and may make reports on particular subjects to him at other times.
